H.570 - VERMONT Felt Sole Wader Ban Repeal Proposal
This is a copy of an email I rec'd from Shawn Good, Fisheries Biologist with Vermont Fish & Wildlife Department
Concerned Angler:
For the 2016 Legislative Session, the Vermont Fish & Wildlife Department has submitted a proposal to the Legislature to REPEAL §4616 Felt-soled boots and waders; use prohibited. If passed, the repeal would once again make felt-soled boots legal for use in Vermont.
The felt-sole ban bill was introduced and passed in 2011 by the House Committee on Fish, Wildlife and Water Resources (not the VTFWD) in response to the discovery of Didymo in several Vermont rivers. It was thought at that time that felt-soles were responsible for spreading Didymo to new rivers.
However, in the 5 years that have since passed, new scientific research has discovered that Didymo is in fact native to Vermont, and most regions of northern North America as a whole. Analysis of river sediment cores from across the region have proven that Didymo spores have been present in these rivers dating back hundreds of years. It’s now known that Didymo tends to manifest itself as “new” nuisance blooms when certain environmental and water chemistry conditions are present, which have recently been changing in some areas.
Under this new light, the VTFWD believes that continuing a legislative ban with a focus on a single piece of equipment thought to be responsible for spreading an aquatic invasive species that is now known to be native and widely present is misguided and ineffective, and it unnecessarily impacts anglers’ ability to enjoy river fishing in Vermont. For many anglers, felt-soles are the safer option, providing better stability in many cases.
There is also no strong evidence that felt-sole wading boots pose any bigger risk than non-felt boots to spreading other aquatic invasive species, or any other common pieces of fishing or boating equipment. Non-felt boots often have deep treads, zippers, cotton laces and materials such as neoprene and rough cordura nylon that can equally trap mud, water, and stay wet for periods of time, which could hold aquatic invasive species. To continue a ban on felt-sole boots when other items can pose just as high of a risk for AIS spread is short-sighted under current scientific knowledge. It also detracts from the larger, valid, and important Invasive Species Spread Prevention messages of Clean, Drain, Dry by providing the public a false sense of security. The ban gives the false impression that felt-soles are HIGH risk and need to be outlawed, while other actions and equipment aren’t that important.
The Department believes that a more proactive Clean, Drain, Dry invasive species spread prevention campaign is a better option than a single-focused legislative ban on one piece of equipment.
The VTFWD has proposed the repeal of §4616 within the larger Fish & Wildlife Omnibus bill – H.570 An act relating to hunting, fishing, and trapping.
Unfortunately, we are up against opposition to the proposed repeal from other State Agencies, and possibly from with the Legislature itself. Therefore, we need your help, and as much public support as possible.
If you feel that ineffective legislation that negatively impacts your Vermont fishing experience should be repealed, please show your support by contacting your State Legislative Representative, as well as David Deen, the Chair of the House Committee on Fish, Wildlife and Water Resources, and its other members.
Please spread the work, and feel free to pass this email on to your fishing colleagues, and encourage them to contact the Legislature as well.

WE HAVE WATER NOW!
We have water now boys and girls! After a really hot and dry summer being blown out today is AWESOME!...The Sac went from 30 cfs to still spiking at 1870 cfs...that is 4 feet over night...AWESOME... OK short term: today and maybe tomorrow well it may suck but man did we need it! Think big! Sinktips + big streamers = BIG BROWN TROUT...I have had my eye on some stompers during the low water...now its time my friends. The big net will be on my back again and that stud on the sac...the next client who can cast the 7 weight and strip streamers is going to pet you! Notice is served.
I am removing all that tiny trico stuff from my vest. See ya next July trico box:)Fall is here. I LOVE FALL! Woodcock season opens tomorrow so its the back and forth game between Trout and Birds...Thanks for the view!

TRICO HATCH has begun in Southern Vermont
Love them or hate them...the Trico hatch in southern Vermont has begun! Most days with beginners and intermediates i avoid them but they are present. I'm seeing spinner falls on the Walloomsac, Battenkill and Mettawee. Mostly in flat water pools below a riffle. Fog, wind and rain kill it but..."What is rain?" Long leaders, 6 and 7X tippets and the ability to hit a target are all required. But remember, most days I avoid them like a person with the flu:) but if you are up for the ultimate chanenge in dryfly fishing...Tricos are the game to play! Here's a peek into my trico box
Thanks for the view and please stay tuned!

HUSBAND and WIFE TRIP
After a casting lesson the day before this was this couples first day fly fishing for Trout...it was a fun day!
Simple Leaders
As most of you regulars know:) I am a certified knot, tippet and leader natzi....I've posted my leader formula on here a couple times...use the search tool on the right side bars to find it....but I have come up with a new simple recipe which works just fine for nymph fishing and most situations. The 20 and 15 lb test is trilene big game clear mono...the 10lb is ande clear....then I use actual tippet material for the 2 and 4X
(although you could use ande 8 and 6 lb)....Here are the recipes: 9' 4X= 20lb / 36"...15lb / 24"...10lb / 12"....2X / 8"...4X / 28" (tippet)
And for small mountain stream with little short rods a 7' 4X = 20lb / 24"....15lb / 16"...10lb / 12"...2X / 8"....4X / 24"
The high tech places like the Battenkill or in low water small flies in the flats....I will use the old formula and add butt section (the 20lb) section to grow it to 12 or 14 feet....Thanks for the view and be careful out there... the rocks are getting slippery!
June 2015
The Trout fishing so far has been EXCELLENT...the trophy areas still are producing. I have moved off the Black River for the season. The bite on the Black is a half day early morning deal and logistically it doesn't make sense for me with Otter Creek, East Creek and the Walloomsac fishing so well....Sorry for the lack of posts recently...it has been crazy busy and I'm finally catching my breath. Bugs: Sulfurs, Rusty Spinners and caddis...best flies: Kashner Caddis Pupa is still top trailer fly behind a bead head nymph. March Brown nymphs, lt. cahill wetflies and small copper johns round out top 5 fly choices. Spinners falls happen 7:30 pm till dark for those of you dryfly guys. Summer season is about to begin and there are plenty of prime dates still open! Thanks for the view
